Streetworks, roadworks, skips, scaffolding, hoardings, advertising boards, building materials that block the pavement and parked vehicles on the footpath are all considered to be causing an obstruction to pedestrians.
Under the terms of the New Roads and Streetworks Act 1991 and the Traffic Management Act 2004, we have a duty to coordinate and provide advance notification of streetworks and roadworks in order to minimise disruption, as well as the licensing of the placement of skips, scaffolding, hoardings and building materials on the highway.

We have also adopted a policy for the display of goods and advertising boards on the Highway which seeks to actively discourage the placing of goods and advertising boards on the highway in order to minimise the nuisance and danger they may cause.
